Mobile network ecosystem
The telecommunication market has long been the monopoly of SOTELMA/MALITEL until 2002, when the sector was liberalised with the arrival of a second operator, Orange Mali, followed by Atel which began its activities in February 2018. The companies Orange Mali and Atel are 100 percent private, while the state remains the main shareholder of Sotelma.
The combined mobile and fixed Internet users amount to 12.4 million users, with a penetration of 63.4 percent according to Internet World Stats 2019. The Internet Service Providers listed are Afribone, Arc Mali, Dogon Telecom, Datatech, Comsates, Fiyen, Newtec, Access Bamako, SMA, Cedim, Lemonway, Afrinet and Ecotel.
In March 2016 the Autorité Malienne de Régulation des Télécommunications/TIC et des Postes (Malian Regulatory Authority for Telecommunications, ICTs and Post - AMRTP) acquired a system of traffic control and fraud prevention. This tool allows the control of traffic and the quality of the service.
